The 8(a) program name is from Section 8(a) of the Small Business Act. The Act, as amended by Congress, created the 8(a) program so the U.S. Small Business Administration (SBA) could help small companies owned and operated by socially and economically disadvantaged persons develop their businesses.

One of the business development tools of the 8(a) program is the award of Federal contracts. Under the program, SBA acts as a prime contractor and enters into contracts with other Federal Government departments and agencies. In its role as a prime contractor, SBA awards subcontracts for their performance by certified companies.

GSA Schedule 70 provides government agencies with information technology (IT) and telecommunications hardware, software and professional services. The schedule is currently open for use by federal, state and local government agencies. State and local government agencies are able to purchase off of Schedule 70 by way of Cooperative Purchasing.

GSA’s Information Technology Acquisition Center manages GSA’s Schedule 70. Thousands of companies offering several million products and services are currently available to meet IT needs and support the missions of government agencies. Some of the benefits of the GSA Schedules program include:

8(a) STARS II GWAC provides government agencies with Information Technology (IT) services and a vehicle for them to access these services through prescreened and proven 8(a) small businesses. The 8(a) STARS II GWAC consist of two tiers: Constellation I and Constellation II. Constellation I includes industry partners with competitive pricing and technical proficiency. While Constellation II consist of firms with the same credentials as Constellation I but also have additional certification. VersaTech was awarded in both constellations under the SVD STARS II JV.
